Job Description Summary:
Employee is allowed to plan, develop and organize all phases of the work necessary for its completion within program guidance. The employee can develop and utilize procedures and methods which do not conflict with major policies. Assignments and supervision is accomplished through staff conference-type discussions and reviews of progress reports.
Job Description:
Administer inmate Medicaid plan.
Serve as point of contact for KDADS, KDHE, and other outside agencies collaborating on public health events.
Assist KDOC and the contractor in conflict resolution.
Develop statewide clinical policies/procedures, and guild lines for delivery of correctional healthcare services.
Prepares reports for mortality cases indicating corrective action plans. Prepares and manages the physician monitor's review of all cases requiring further evaluation as deemed appropriate for this position.
Monitor environmental issues within KDOC facilities that affect the overall health and wellness of inmates and serves as point of contact for compliance issues between the contractor and KDOC.
Review contractor's statistical reports, medical administrative meetings, quality improvement activities, and site clinical processes to insure proper access to care that demonstrates compliance with 8th amendment inmate rights and to identify trends that fall outside of the accepted benchmarks of compliance with National Commission on Correctional Health Care standards, American Correctional Association standards, and performance based standards.
Set clinical standards of care to be met by the contractor through development of contract language and through the development of policy and procedure established for the statewide healthcare delivery system for state Inmate population.
Provide expertise and guidance in health care administration to clinical staff to assist in the development of programs and services for the KDOC inmate population.
Serve as liaison between KDOC administration, regional contract vendor administration, and Site Contract administrator.
Establish training programs consistent with agency needs that are in compliance with National Commission on Correctional Health Care standards, American Correctional Association standards, and performance based standards.
Review inmate grievances through chart review, communicating with inmate advocates, and onsite visits and inspections.
Attends meetings within the division to allow for participation in departmental planning issues. Attends one NCCHC or ACA conference per year to maintain certification and advance knowledge and skill sets. Maintain specialty certifications through ACA and/or NCCHC annually.
Calculate performance guarantees as required by contract language, Works with KDADS and Department of Labor on Workman's Comp Projects, Other duties as assigned.
** Required Qualifications **
Bachelor's Degree in criminal justice, in the social sciences, or the behavioral sciences.
Minimum of five years working in a correctional healthcare management position.

Master's Degree in social sciences or behavioral sciences.
